    Petition to Secretary of Homeland Security John Kelly:
    We call for the immediate halt of Homeland Security deportation officers using Stingray and Hailstorm devices to locate undocumented immigrants for deportation and criminal prosecution.

    In Michigan, deportation officers “tricked” the cellphone of a young undocumented immigrant into thinking a squad car was a cellphone tower -- and now that young man is facing federal charges, on top of deportation.1

    His name is Rudy Carcamo-Carranza, and he’s one of who knows how many undocumented people on the wrong end of a cyber manhunt.     Deportation officers have started using devices designed for counter-terrorism2 known as Stingrays and Hailstorms.

    They’re suitcase-sized military-grade surveillance equipment that mimic cellphone towers, and give deportation officers access to phone records from any cellphone within range.

    In Michigan, Homeland Security agents needed a search warrant to hunt down Carcamo-Carranza’s cell phone. But that’s not a requirement in every state.3 Because of that, surveillance watchdog organizations like ours can’t be entirely sure how often deportation officials use Stingrays and Hailstorms to hunt undocumented people.

    Tell the DHS to immediately stop using Stingray and Hailstorm devices for deportation cases.

    These cyber man-hunts are made possible because of the increasingly militarized state of our law enforcement. The Department of Homeland Security owns about 194 Stingray and Hailstorm devices, and on top of that, they allow police agencies to use DHS terrorism prevention funds to purchase their own.4
